Bihar Chief Minister Nitish Kumar has announced a transformative reform in the Bihar Student Credit Card Scheme (BSCCS), making all education loans completely interest free. This landmark decision aims to boost higher education opportunities in Bihar and significantly reduce the financial burden on students and their families.
Launched on October 2, 2016, under the Saat Nishchay Yojana (Seven Resolves), the Bihar Student Credit Card Scheme was originally designed to provide education loans of up to ₹4 lakh for students who had completed Class 12 and wanted to pursue higher studies in India or abroad.
Previously, general category students under the scheme were charged 4% interest, while women, differently-abled, and transgender students were offered a lower rate of 1%. However, Nitish Kumar’s latest announcement on social media platform X marks a major step forward in expanding access to education loans.
“I am very happy to inform that now the amount of education loan given under the Student Credit Card Scheme will be interest free for all applicants,” he stated.
Extended Repayment Period for Greater Flexibility
Alongside the interest waiver, the Bihar government has extended the repayment period to make education loans more manageable.
- For loans of up to ₹2 lakh, repayment time has been extended from 60 monthly instalments (5 years) to 84 monthly instalments (7 years).
- For loans above ₹2 lakh, the repayment period has been increased from 84 instalments (7 years) to 120 instalments (10 years).
According to officials, this extension will ease the repayment burden on students and their families, giving them more time to establish careers after completing their education.
Boost to Higher Education in Bihar
Nitish Kumar emphasized that these changes were implemented to ensure the maximum number of students in Bihar can access higher education without financial constraints. By removing interest charges and extending repayment timelines, the government aims to motivate students to pursue degrees, diplomas, and professional courses more confidently.
He stated that the improved Bihar Student Credit Card Scheme 2025 will raise the morale of the youth and help shape a stronger future for both the state and the country.
Impact and Future Prospects
Since its inception, the Bihar Student Credit Card Scheme has already benefitted thousands of students, providing loans to cover tuition fees, books, and other educational expenses. With the new interest-free model, experts predict a significant increase in applications.
This reform aligns with the state government’s vision to transform Bihar into an education hub, improve student retention after Class 12, and encourage more students from economically weaker backgrounds to continue higher education.
The interest-free loans and extended repayment periods under the Bihar Student Credit Card Scheme represent a milestone in student welfare initiatives. By reducing financial pressure and making education loans affordable, the Bihar government is empowering the youth to dream big and achieve their academic and professional goals.
