India and Philippines Sign Nine MoUs to Deepen Bilateral Ties Across Key Sectors

In a landmark move to boost bilateral cooperation, India and the Philippines formalized nine Memorandums of Understanding (MoUs) spanning key sectors such as Defence, Digital Technology, Space, Maritime Cooperation, Tourism, and Cultural Exchange. The MoUs were exchanged during the official visit of Philippine President Ferdinand Romualdez Marcos Jr. to India, and in the presence of Indian Prime Minister Narendra Modi.

The exchange marks a significant milestone in the relationship between the two nations, as they celebrate the 75th anniversary of diplomatic relations. The agreements are expected to enhance mutual understanding, strategic cooperation, and people-to-people connectivity between the two vibrant democracies of Asia.

Among the most notable of the MoUs is the one focused on Defence Cooperation, which signals a new era of strategic engagement between New Delhi and Manila. The MoU outlines joint training, military exchanges, and defense technology collaboration, particularly in maritime security and counterterrorism efforts. With rising tensions in the Indo-Pacific region, the agreement underscores both nations’ commitment to peace and stability in the region.

In the field of Digital Technology and Innovation, another MoU focuses on capacity-building, cybersecurity, and digital infrastructure development. India’s rapid strides in the tech sector offer the Philippines a model for digital transformation, particularly in rural connectivity and fintech solutions.

The Space Cooperation MoU between the Indian Space Research Organisation (ISRO) and the Philippine Space Agency paves the way for satellite launches, remote sensing data sharing, and space technology collaboration. This partnership is set to enhance climate monitoring, disaster management, and agricultural planning in the Philippines, leveraging India’s low-cost, high-efficiency space capabilities.

Maritime Cooperation also featured prominently in the list of agreements, focusing on naval training, blue economy exploration, and joint patrols to secure sea lanes in the South China Sea and Indian Ocean. Given both nations’ strategic geographic positions and shared interest in freedom of navigation, this MoU is particularly timely.

Additionally, cultural and people-centric MoUs were also exchanged. The Tourism Cooperation MoU will promote bilateral travel, heritage promotion, and tourism infrastructure development, aiming to boost economic growth and cultural understanding. A separate MoU on Cultural Exchange intends to foster joint festivals, academic exchanges, and preservation of shared Asian heritage.

In his address, President Marcos Jr. emphasized the importance of a stronger India-Philippines partnership rooted in democratic values, mutual respect, and shared regional interests. Prime Minister Modi, in turn, reiterated India’s commitment to expanding ties with Southeast Asian countries under the “Act East Policy,” with the Philippines being a crucial pillar of this engagement.

The exchange of these MoUs comes at a time of shifting geopolitical dynamics in Asia and reflects the desire of both countries to build resilient, future-ready partnerships. These agreements not only reaffirm the diplomatic legacy of the past 75 years but also chart a bold roadmap for a shared future rooted in collaboration, security, innovation, and cultural connectivity.
