BSNL and Numaligarh Refinery Limited Sign MoU to Launch India’s First 5G Captive Network in Refinery Sector

In a significant stride toward ushering in Industry 4.0 in India’s critical industries, Bharat Sanchar Nigam Limited (BSNL) and Numaligarh Refinery Limited (NRL) have signed a landmark Memorandum of Understanding (MoU) to implement the country’s first 5G Captive Non-Public Network (CNPN) in the refinery sector. This pioneering initiative marks a turning point in India’s digital industrial revolution, leveraging homegrown 5G infrastructure for mission-critical operations.

The MoU was formally signed during the “Industry 4.0 Workshop for Central Public Sector Enterprises (CPSEs)” held in Guwahati, a platform organized to promote the adoption of smart technologies in India’s industrial ecosystem. The collaboration between BSNL, India’s state-owned telecommunications provider, and NRL, one of the key players in the oil and gas sector, is expected to serve as a replicable model for other industries aiming to integrate automation, AI, and IoT into their core operations.

The implementation of a 5G CNPN within the NRL refinery will offer secure, ultra-reliable, low-latency, and high-speed connectivity, essential for real-time data exchange, predictive maintenance, robotics, and other smart industrial applications. Unlike public 5G networks, CNPNs are private, dedicated networks designed specifically for enterprise use, ensuring enhanced data privacy, minimal network interference, and uninterrupted connectivity across critical operations.

This initiative is not only a technological advancement but also a strategic step toward the government’s larger vision of “Digital India” and “Atmanirbhar Bharat”. By utilizing indigenous 5G infrastructure, the partnership showcases India’s capability to develop and deploy cutting-edge technology solutions tailored to its unique industrial requirements. It aligns with global benchmarks for smart manufacturing and digital process optimization, core tenets of Industry 4.0.

Experts anticipate that this deployment will transform NRL’s operational efficiency, reduce downtime, improve worker safety, and enable real-time monitoring of processes through advanced automation tools. In turn, this can significantly lower costs and improve environmental compliance—key goals for the sustainable evolution of the energy sector.

The successful execution of this project could open the door for scalable deployment of CNPNs in sectors such as steel, mining, shipping, power, and transportation, among others. With India aiming to become a global manufacturing hub, robust digital infrastructure across industries is now more crucial than ever.

BSNL’s involvement also highlights the synergy between public sector telecom and industry stakeholders in building a digitally empowered economy. The collaboration with NRL sets a new benchmark in public-private cooperation, demonstrating how technology can be harnessed responsibly and efficiently to drive industrial transformation.

This milestone not only signals the dawn of a new technological era in India’s refinery sector but also reinforces the country’s resolve to lead the way in digitally-enabled, smart, and sustainable industrial ecosystems.
