In a landmark decision aimed at uplifting one of the most marginalized sections of society, Bihar Chief Minister Nitish Kumar has announced the formation of the Bihar Rajya Safai Karmachari Ayog. The newly established commission will work exclusively for the rights, welfare, and rehabilitation of sanitation workers across the state, ensuring their integration into the social and economic mainstream.
The commission will be composed of a Chairperson, Vice-Chairperson, five members, and notably, a representative from either the women or transgender community to ensure inclusive representation. The body will function as a key institutional mechanism to address the systemic challenges faced by sanitation workers, including issues related to grievance redressal, health hazards, rehabilitation, and access to welfare schemes.
Chief Minister Nitish Kumar emphasized that sanitation workers, who form the backbone of public health and hygiene, often remain invisible in policy-making and continue to face social discrimination and economic deprivation. He called the formation of the commission a “historic and humanitarian step” to correct this injustice and ensure dignity of labour.
The Bihar Rajya Safai Karmachari Ayog will actively monitor the implementation of government welfare schemes, ensure proper compensation and healthcare access for workers, and design skill development programs to enable economic mobility. It will also act as a nodal platform to register and resolve complaints, working in coordination with urban local bodies, municipalities, and the state government.
The move comes in response to growing concerns about the unsafe working conditions, poor living standards, and lack of recognition faced by sanitation workers. It aligns with Bihar’s broader push for social justice and inclusive governance under Nitish Kumar’s leadership.
Social activists and worker unions have welcomed the announcement, calling it a long-overdue recognition of the sanitation workforce. The inclusion of a transgender or female representative on the commission is also being lauded as a progressive step toward gender-sensitive policymaking.
With the formation of the Bihar Rajya Safai Karmachari Ayog, the state takes a crucial step toward ensuring equity, dignity, and empowerment for thousands of sanitation workers. The commission is expected to begin operations in the coming months, setting a precedent for other states to follow.
