Bengaluru Secures 26th Spot in Global AI City Index 2025, Emerges as India’s Leading AI Hub

In a significant recognition of India’s growing prominence in the field of Artificial Intelligence (AI), Bengaluru has secured the 26th position in the Global AI City Index 2025 released by Counterpoint Research. This ranking cements Bengaluru’s position as the nation’s leading hub for AI research, development, and data infrastructure. Known for its tech-driven ecosystem, Bengaluru is now firmly on the global AI map, rising rapidly alongside other emerging global AI hotspots.

The Global AI City Index is a comprehensive assessment that evaluates cities worldwide based on parameters such as AI research output, innovation capacity, availability of AI talent, startup activity, government support, infrastructure readiness, and public-private partnerships. In the 2025 report, Bengaluru was grouped with cities like Riyadh, Hangzhou, and São Paulo as some of the fastest-growing global AI hubs, noted for their accelerated development and growing influence in the global AI ecosystem.

Bengaluru’s ascent can be attributed to its thriving technology ecosystem, backed by premier research institutions such as the Indian Institute of Science (IISc), Indian Institute of Information Technology (IIIT-B), and a multitude of startups focusing on AI, machine learning, and deep-tech solutions. The presence of global technology giants such as Google, Amazon, and Microsoft further reinforces Bengaluru’s role as an AI powerhouse. These companies have invested heavily in establishing AI research labs, cloud data centers, and training facilities, thus creating a robust talent pipeline and advanced AI infrastructure.

The report also recognized Indian cities’ overall upward trajectory in the AI domain, citing Bengaluru as the torchbearer for others like Hyderabad, Pune, and Delhi-NCR. However, it emphasized the urgent need for a comprehensive national AI roadmap and regulatory framework to ensure that India fully harnesses the transformative potential of AI. Without such strategic guidance, the nation risks missing out on critical opportunities in AI-led economic and social development.

Globally, the top five cities in the index were Singapore, Seoul, Beijing, Dubai, and San Francisco. These cities have excelled due to strong public-private collaborations, agile governance, significant R&D investments, and a vibrant startup environment. Singapore’s top ranking was attributed to its forward-looking AI governance models, emphasis on ethical AI, and continuous upskilling of its workforce.

The report concluded that for India to move up further in the global rankings, policy frameworks must be aligned with global AI standards, infrastructure must be continuously modernized, and startups should be given more financial and mentorship support. Encouragingly, Bengaluru is already leading this shift, not just through technological growth but also by fostering a culture of innovation and collaboration.

As the world races toward AI-driven transformation, Bengaluru’s emergence in the top 30 cities globally is a powerful testament to India’s potential as a key player in the AI revolution. With the right support and strategic initiatives, the city is well on track to climb higher in future editions of the AI City Index.
