In a crucial directive aimed at strengthening the social security framework, the Karnataka State Government has made it mandatory for all state government employees—both directly and indirectly appointed—to register under the Salary Package scheme offered by banks. This move follows Government Order No. FD-CAM/1/2025, dated February 21, 2025, which emphasizes the importance of securing the welfare of government employees and their dependent families.
The Salary Package scheme includes accident and term insurance covers provided by banks, either free of cost or at nominal charges, as part of salary-linked benefits. These packages are intended to provide a financial safety net and ensure employees’ families are protected in unforeseen circumstances. Additionally, employees are encouraged to enroll in central government schemes like the Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), and optionally opt for additional personal accident cover from banks by paying a nominal premium.
Despite the government’s efforts, data from the Human Resource Management System (HRMS) indicates slow progress. As of now, only 3 lakh employees have registered under the salary package, with just 32,611 enrolled in PMSBY and 25,386 in PMJJBY—figures far below expectations.
In response, the government has decided to enforce the registration deadline by linking it to the disbursement of salaries. Salaries will be withheld for non-registered employees according to the following schedule:
- Group C officers – Deadline: 31st August 2025
- Group B officers – Deadline: 30th September 2025
- Group A officers – Deadline: 30th November 2025
- Group D officers – Deadline: 31st January 2026
To ensure smooth implementation, Heads of Departments (HoDs) have been instructed to encourage and facilitate registration among employees. Associations and unions are also urged to spread awareness and assist their members in registering promptly through any bank of their choice.
