The notification outlines the eligibility criteria, documents required, and important dates for registration in the Graduate Constituency Electoral Roll 2025. This process allows eligible graduates to register and exercise their voting rights in the upcoming Legislative Council (MLC) elections from Graduate Constituencies.
Eligibility Criteria for Graduate Constituency Enrolment
According to the notification, to register as a voter in a Graduate Constituency, the applicant must:
- Be an ordinarily resident in the respective Graduate Constituency.
- Have been a graduate of any university in India or possess a qualification deemed equivalent to that of a university graduate by the State Government, for at least three years before the qualifying date.
- The qualifying date for this enrolment process is November 1, 2025.
Applicants who meet these conditions are eligible to apply for inclusion in the electoral roll by submitting Form No. 18 before the last date.
Form 18 – Application Process
The Form No. 18 can be:
- Downloaded online from the official website of the Chief Electoral Officer, Karnataka.
- Obtained free of cost from the offices of the Electoral Registration Officers (EROs) or Assistant Electoral Registration Officers (AEROs) located in the Regional Commissioner, Deputy Commissioner, Assistant Commissioner, or Tahsildar offices.
Applicants must fill the form carefully — either typed or handwritten legibly — and submit it along with the required documents to the ERO/AERO of the constituency within which their place of ordinary residence falls.
Documents Required for Form 18 Submission
To complete the registration process, applicants must submit Form 18 along with the Third Schedule and supporting documents as proof of qualification and residence. These include:
- Degree or Diploma certificate equivalent to that of a Graduate of a university in India, authenticated by a Designated Officer / Gazetted Officer.
- An attested copy of the Registered Graduate Card issued by the University.
- An affidavit supported by a certificate from the Registrar of a University, Principal of a College, or Head of Department under whom the applicant studied.
- The original or attested copy of the mark sheet issued by the university or institution concerned.
- Proof of ordinary residence, such as:
- EPIC (Voter ID)
- Aadhaar Card
- Ration Card
- Indian Passport
- Driving License
- Bank, Kisan, or Post Office Passbook
