The Department of Pension & Pensioners’ Welfare (DoPPW) under the Government of India has announced the launch of the 4th Nation-wide Digital Life Certificate (DLC) Campaign 2025, to be held from 1st November to 30th November 2025. The massive month-long initiative will cover over 2,000 districts and sub-divisional headquarters across India, ensuring that pensioners, even in the remotest regions, can seamlessly submit their Digital Life Certificates.
The campaign aims to simplify the annual life certificate process, ensuring ease of living for pensioners by promoting digital submission methods such as Face Authentication Technology and doorstep DLC services.
A Collaborative Nationwide Effort
The DLC Campaign 4.0 will be conducted in collaboration with:
- 19 Pension Disbursing Banks
- India Post Payments Bank (IPPB)
- Pensioners’ Welfare Associations (PWAs)
- Controller General of Defence Accounts (CGDA)
- Department of Telecommunications (DoT)
- Indian Railways
- Unique Identification Authority of India (UIDAI)
- Ministry of Electronics and Information Technology (MeitY)
This integrated approach ensures that the campaign reaches every eligible pensioner, irrespective of their banking or departmental affiliation.
Building on the Success of DLC Campaign 3.0
The DLC Campaign 3.0 (2024) witnessed a record-breaking response, with 1.62 crore Digital Life Certificates generated nationwide. Of these, over 50 lakh DLCs were processed using Face Authentication Technology, across 1,900 camps conducted in more than 800 districts and cities.
The tremendous success of last year’s campaign was made possible through the active participation of banks, India Post Payments Bank, Central Ministries, Departments, and Pensioners’ Welfare Associations.
Building on that momentum, DLC Campaign 4.0 aims to set a new benchmark by targeting 2 crore DLC submissions during the campaign period.
Doorstep DLC Services by IPPB
A key highlight of the campaign is the role of India Post Payments Bank (IPPB), which will conduct Digital Life Certificate Camps in all districts through its 1.8 lakh Postmen and Gramin Dak Sewaks (GDS).
This extensive network ensures doorstep DLC generation for all categories of pensioners, irrespective of their pension-disbursing bank. Pensioners can get details and schedule appointments for this facility
The IPPB staff are equipped with mobile biometric devices that support both fingerprint and face-based DLC generation, offering convenient, tech-enabled verification for elderly pensioners.
Bank Camps and Pensioner Outreach
Nineteen Pension Disbursing Banks will organize DLC camps across 300 major cities, while also providing home and hospital visits for aged, disabled, or sick pensioners who are unable to travel.
Additionally, 57 registered Pensioners’ Welfare Associations (PWAs) will actively assist in mobilizing pensioners, coordinating with banks and IPPB to ensure smooth execution of camps.
Nationwide Awareness and Publicity Campaign
An extensive awareness campaign will be launched jointly by banks and IPPB, using SMS, WhatsApp, social media, banners, and local media to inform pensioners about various DLC submission options.
Public broadcasters such as Doordarshan (DD), All India Radio (AIR), and Press Information Bureau (PIB) will amplify the campaign through audio-visual and print media coverage, ensuring maximum reach.
Empowering Pensioners Through Technology
The DLC Campaign 4.0 represents the largest-ever outreach initiative for pensioners in India. It emphasizes Face Authentication Technology as a convenient and secure method of authentication, ensuring that even the most senior or immobile pensioners can verify their life certificates from home.
By promoting digital governance, inclusivity, and accessibility, the campaign underscores the government’s commitment to “Ease of Living” for India’s growing pensioner community.
