The Assam Government has launched a groundbreaking initiative titled the Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT) to empower youth with Japanese language skills and connect them to overseas employment opportunities, particularly in Japan. This ambitious scheme is aligned with Japan’s Specified Skilled Worker (SSW) visa programme and aims to position Assamese youth for high-paying global careers.
Under CM-FLIGHT, the state government will provide a scholarship of ₹1.5 lakh per student to support Japanese language training up to JLPT N2 level, a proficiency requirement for employment under Japan’s SSW framework. The initiative is designed not only to teach language but also to equip students with the cultural and vocational understanding necessary for integration into Japan’s workforce.
In its first phase, 3,000 youth will be selected for training. A pilot project will be implemented during the current financial year through three designated agencies, which will be responsible for imparting language education, guiding certification processes, and facilitating overseas placements, especially in key Japanese industries facing labour shortages.
Assam’s Chief Minister Himanta Biswa Sarma emphasized the strategic opportunity this programme presents. With Japan’s aging population (average age 48) and Assam’s youthful demographic (average age 22), the CM-FLIGHT initiative taps into a clear labour demand-supply gap. Japanese employers are increasingly seeking foreign workers to sustain sectors like healthcare, construction, hospitality, agriculture, and manufacturing—fields that offer minimum salaries of around ₹2.5 lakh per month.
This initiative marks a shift in Assam’s employment strategy, from local job creation to global workforce integration. By investing in language and skill development, the government is preparing its youth to compete and thrive in international job markets, thereby enhancing economic mobility and generating valuable remittances.
The CM-FLIGHT scheme also underscores Assam’s commitment to skilled migration with dignity, ensuring that youth receive proper training, certification, and job placement assistance. It represents a forward-looking model of governance that combines education, employment, and international cooperation.
With its launch, Assam positions itself at the forefront of India’s global skilling movement, providing a blueprint for other states to connect their human capital to emerging global opportunities. CM-FLIGHT is more than a language programme—it is a passport to a brighter, borderless future for Assam’s youth.
