UK Tightens Immigration Rules: Students Now Required to Clear Tougher English Language Proficiency Test (SELT)

Students planning to study in the UK will now face stricter requirements as the British government introduces a tougher English language proficiency test for visa applicants. In a significant move to further regulate immigration, the United Kingdom Parliament has passed a new law on October 14, making it mandatory for migrants — including students, healthcare professionals, skilled workers, and innovators — to pass the Secure English Language Test (SELT) with an A-level proficiency in speaking, listening, reading, and writing.

Tougher English Language Standards for UK Visa Applicants

The new rule requires that the SELT be taken through a Home Office-approved provider, ensuring that the testing and results are verified and standardized. Only four organizations have been authorized to conduct these exams:

  • Pearson
  • PSI Services (UK) Ltd
  • IELTS SELT Consortium
  • LanguageCert

Applicants under visa categories such as Student Visa, Health and Care Worker Visa, High Potential Individual (HPI) Visa, Skilled Worker Visa, and Innovator Founder Visa must now clear the SELT test across all four linguistic abilities.

A Policy Aimed at Integration and National Contribution

UK Home Secretary Shabana Mahmood defended the move, emphasizing that it aligns with the nation’s broader immigration goals.

“This country has always welcomed those who come to this country and contribute. But it is unacceptable for migrants to come here without learning our language, unable to contribute to our national life. If you come to this country, you must learn our language and play your part,” she said.

The statement reflects the government’s stance that mastering the English language is key to successful integration and participation in British society.

Broader Immigration Reforms: Graduate Visa and Fee Hikes

Along with tightening English language requirements, the UK government is also implementing several other changes as part of its immigration reform plan. These include:

  • Shortening the Graduate Route Visa from two years to 18 months for international students.
  • A 32% increase in the Immigration Skills Charge (ISC) that employers must pay when sponsoring foreign workers.
  • Higher financial requirements for applicants to demonstrate sufficient funds for living and studying in the UK.

The move is part of the UK’s effort to balance border control with global talent attraction, ensuring that only those with strong academic potential and English proficiency qualify for entry.

Implications for International Students

For aspiring students, this means additional preparation time and expenses for meeting UK student visa English proficiency requirements. Universities and overseas education consultants expect that this could lead to a temporary decline in applications from non-native English-speaking countries.

However, experts note that this shift might improve the overall academic and social experience of international students in the UK by ensuring better communication and integration.
