The National Cooperation Policy – 2025 marks a transformative shift in India’s cooperative landscape, aiming to triple the sector’s contribution to GDP and foster inclusive grassroots development. Designed with a bold vision, the policy sets ambitious goals—bringing 50 crore active cooperative members, establishing one cooperative in every village, and developing five model cooperative villages in every tehsil. This grassroots approach seeks to empower communities economically while promoting self-reliance and local leadership.
Central to the policy is the promotion of technology-enabled, transparent, and youth-driven cooperatives. Moving beyond traditional sectors like agriculture and dairy, the policy opens up new avenues in insurance, tourism, taxi services, and green energy. These new-age cooperatives are expected to leverage digital tools, data-driven decision-making, and innovation to deliver high-quality services, especially in underserved and rural areas.
One of the flagship initiatives under the policy is White Revolution 2.0, which aims to replicate the success of India’s original dairy revolution by modernizing and expanding dairy cooperatives with improved infrastructure, AI-powered livestock health monitoring, and value-added dairy products. Similarly, Sahkar Taxi is envisioned as a cooperative-based alternative transport model that provides dignified livelihoods to rural youth while offering reliable mobility services across the country.
To support human capital and institutional development, the policy proposes the establishment of a dedicated Cooperative University. This institution will provide specialized education, training, and research in cooperative management, governance, and entrepreneurship, nurturing a new generation of cooperative leaders.
Transparency and good governance are cornerstones of the policy. The use of digital platforms for registration, audits, real-time monitoring, and grievance redressal aims to minimize bureaucratic delays and enhance public trust in cooperative institutions. The policy also encourages the integration of women, youth, and marginalized communities into decision-making roles, ensuring equity and social justice.
In essence, the National Cooperation Policy – 2025 is not just a sectoral reform but a national mission to harness the power of collective enterprise.
