The Ministry of Panchayati Raj will officially launch the ‘Sabki Yojana, Sabka Vikas’ campaign on October 2, 2025, marking the beginning of the People’s Plan Campaign (PPC) 2025–26. The initiative focuses on preparing Panchayat Development Plans (PDPs) for the year 2026–27, promoting inclusive, evidence-based, and coordinated development planning across India’s rural landscape.
A Campaign Rooted in Inclusive Development
First introduced in 2018, the Sabki Yojana, Sabka Vikas campaign has become a cornerstone of participatory democracy in rural India. It ensures that Panchayat Development Plans (PDPs) reflect both local needs and national objectives, bridging the gap between grassroots governance and larger development goals.
Since the 2019–20 cycle, over 18.13 lakh development plans have been uploaded to the eGramSwaraj portal, including more than 2.52 lakh plans under the ongoing 2025–26 cycle. This digital integration has transformed how local governance engages with citizens, making planning more transparent, accountable, and participatory.
Special Gram Sabhas to Kickstart the Campaign
The 2025 edition of the campaign will begin with Special Gram Sabhas on October 2. These meetings will serve as platforms to:
- Digitally review previous development plans
- Discuss unfinished projects funded through Central Finance Commission grants
- Identify and prioritize new local development needs
- Strengthen transparency in decision-making
Through these Gram Sabhas, villagers will play a direct role in shaping the future development agenda of their Panchayats.
Digital Tools Driving Transparency and Participation
The Sabki Yojana, Sabka Vikas 2025–26 campaign will leverage a range of digital governance tools to enhance planning and monitoring:
- eGramSwaraj portal for uploading and reviewing PDPs
- Meri Panchayat App and Panchayat NIRNAY for real-time decision-making
- SabhaSaar platform for supporting participatory planning
- Panchayat Advancement Index (PAI) to guide evidence-based development
These innovations will also help boost Own Source Revenue (OSR) by enabling Panchayats to effectively manage local resources.
Empowering Tribal Communities Through Adi Karmayogi Abhiyaan
A special focus of the campaign will be on empowering tribal communities through the Adi Karmayogi Abhiyaan. By strengthening capacity-building initiatives, the campaign aims to bring tribal populations into the mainstream of local governance while preserving their unique cultural identity.
Strengthening Participatory Democracy
The Sabki Yojana, Sabka Vikas campaign is more than just a planning exercise—it is an effort to deepen participatory democracy in rural India. By aligning local governance structures with community aspirations and national priorities, the campaign seeks to:
- Strengthen Panchayati Raj institutions
- Increase community involvement in governance
- Promote transparency and accountability
- Enhance the delivery of rural services
As India moves toward 2026–27, the People’s Plan Campaign 2025–26 will serve as a crucial step in empowering villages to become self-reliant, digitally connected, and development-focused.
