Three Levels of Moral Development
- Pre-conventional Level:
At this stage, moral decisions are guided by the fear of punishment or the desire for personal gain. Children obey rules mainly to avoid negative consequences or to receive rewards. - Conventional Level:
As individuals mature, they begin to internalize moral values taught by parents, teachers, and society. They start making decisions to gain social approval and maintain law and order. - Post-conventional Level:
This is the highest level, where morality is guided by self-chosen ethical principles. Individuals act based on justice, equality, and human rights, even if it means going against societal norms.

To explain his theory, Kohlberg used moral dilemmas like the Heinz story, where a man steals a drug to save his dying wife. The focus is not on whether Heinz’s action is right or wrong but on how people justify their reasoning.
For instance, a child might say Heinz is wrong because stealing is bad (Stage 1 reasoning), while an adult might say he was right because saving a life is more important than property rights (Stage 6 reasoning).
