India has marked a significant milestone in its educational journey as Union Education Minister Dharmendra Pradhan announced that the national literacy rate has risen from 74% in 2011 to 80.9% in 2023-24. The announcement was made on the occasion of International Literacy Day 2025, reflecting the country’s steady progress towards inclusive and equitable education for all.
ULLAS-Nav Bharat Saaksharta Karyakram Driving Literacy Growth
A major contributor to this achievement is the ULLAS-Nav Bharat Saaksharta Karyakram, launched to strengthen adult education and lifelong learning. The program has already enrolled over 3 crore learners across the country, achieving an impressive 90% success rate in foundational literacy and numeracy assessments.
One of the standout features of ULLAS is its inclusivity. By providing learning materials in 26 Indian languages, the scheme ensures that learners from diverse linguistic and cultural backgrounds can access education in their mother tongue. This multilingual approach has helped bridge regional disparities and made literacy initiatives more accessible to marginalized communities.
States Leading the Way
Several states and union territories have achieved remarkable progress, with Himachal Pradesh, Tripura, Mizoram, Goa, and Ladakh emerging as pioneers by achieving 100% literacy. Their success demonstrates the effectiveness of localized strategies, community-driven participation, and integration of digital tools in promoting education. These states serve as role models for others to emulate in India’s literacy mission.
Promoting Literacy in the Digital Era
The theme for International Literacy Day 2025, “Promoting Literacy in the Digital Era,” underlines the growing role of technology in education. With the rapid expansion of digital platforms, online resources, and e-learning tools, India has been able to reach learners in remote areas and provide flexible learning opportunities.
Government initiatives, in collaboration with NGOs and private players, have enhanced access to smartphones, digital libraries, and e-content in multiple languages. Digital literacy has also become a key component of national programs, ensuring that learners not only acquire reading and writing skills but also develop the technological competencies necessary in today’s world.
Lifelong Learning for an Empowered India
Rising literacy rates directly contribute to economic growth, social development, and gender equality. By equipping individuals with literacy and digital skills, India is paving the way for a more skilled, employable, and empowered workforce. The ULLAS program also focuses on life skills, financial literacy, and vocational training, preparing learners for holistic development.
As India celebrates this achievement, the government remains committed to achieving 100% literacy nationwide, ensuring that every citizen can access education and lifelong learning opportunities. With sustained efforts, innovative use of digital technology, and community participation, India is steadily moving towards becoming a truly literate and knowledge-driven society.
