The Hubert H. Humphrey Fellowship Program 2026–27 is a distinguished exchange program administered by the United States-India Educational Foundation (USIEF). Tailored for young and mid-career professionals in leadership roles, this fellowship is a unique opportunity for individuals committed to public service to enrich their professional capabilities in the United States. It is open to individuals working in government agencies, private sectors, NGOs, and other public-serving organizations, who exhibit leadership qualities and a strong commitment to their country’s development.
The program offers non-degree academic study and related professional experiences in the U.S. and is specifically designed for policymakers, planners, administrators, and managers. The areas of study are grouped under four major themes:
• Human and Institutional Capacity
• Sustainable Lands
• Thriving Communities
• Rights and Freedoms
Candidates selected for the fellowship will receive comprehensive financial and logistical support. This includes tuition and fees, a monthly maintenance allowance, accident and sickness insurance as per U.S. government guidelines, a modest book and supply allowance, round-trip airfare, domestic travel to a Washington, D.C. workshop, and additional allowances for professional development activities such as field visits, conferences, and networking opportunities.
To be eligible, applicants must have:
• A bachelor’s degree equivalent to a U.S. four-year degree (or a shorter degree with an added postgraduate diploma)
• At least five years of relevant professional experience by August 2025
• Demonstrated leadership and a track record of public service
• A commitment to return and serve India post-fellowship
Candidates must also be eligible for a leave of absence from their current employment and should possess excellent English communication skills.
The application deadline is 10 July 2025. Applicants must submit an academic record, updated CV or resume, employer’s endorsement (if employed), at least two recommendation letters, and optionally, a writing sample that reflects their professional interests or goals.
