The All India Council for Technical Education (AICTE) has issued a strong advisory to higher education institutions across India, cautioning them against denying admission to students who have qualified through the National Institute of Open Schooling (NIOS). The council emphasized that NIOS qualifications are fully valid for admission into higher and professional education programs, on par with other recognized boards such as CBSE, CISCE, and State Boards.
According to the AICTE, several complaints have surfaced where AICTE-approved colleges and universities refused admission to NIOS-qualified candidates, despite these students fulfilling all prescribed eligibility norms. The council has clarified that such practices violate the principles of the National Education Policy (NEP) 2020, which upholds inclusivity, flexibility, and the right to education for all learners.
“It has been brought to the notice of the Council that some AICTE-approved higher education institutions have denied admission to students who have passed their examination through the National Institute of Open Schooling (NIOS), despite these students fulfilling the prescribed eligibility criteria,” said the AICTE in an official statement.
The NIOS, an autonomous institution under the Ministry of Education, Government of India, provides flexible and inclusive schooling opportunities for learners who cannot pursue formal education through traditional modes. It offers recognized secondary and senior secondary programs that are equivalent to other national and state education boards.
Highlighting the importance of parity among education boards, the AICTE reiterated that the NIOS certificate is legally and academically equivalent to certificates issued by boards such as the Central Board of Secondary Education (CBSE) and the Council for the Indian School Certificate Examinations (CISCE). Therefore, denying admission to NIOS students is discriminatory and undermines the goals of equitable access to education envisioned under NEP 2020.
The AICTE has directed all higher education institutions (HEIs) under its purview to strictly comply with the directive. Institutions have been instructed to treat students with NIOS qualifications at par with their peers from other recognized boards, provided they meet the prescribed eligibility conditions for the respective programs.
This directive also aligns with the University Grants Commission (UGC) and Ministry of Education’s stance, both of which recognize NIOS as a legitimate national education board. The AICTE’s intervention aims to prevent any further instances of bias or confusion regarding the acceptance of open schooling qualifications in technical and professional courses.
Education experts have welcomed this move, noting that it strengthens the educational mobility and inclusivity promised by the National Education Policy. It also reassures students pursuing education through alternative pathways that their qualifications will be respected and valued equally.
The council further emphasized that no student should be deprived of higher education opportunities merely because they completed schooling through NIOS.
