The Uttarakhand Assembly has today passed the Minority Education Bill 2025, marking a significant milestone in the state’s educational reforms. The new legislation aims to extend minority status benefits to institutions run by Sikh, Jain, Buddhist, Christian, and Parsi communities, which were previously limited to the Muslim community.
With the implementation of the Uttarakhand Minority Education Bill 2025, the existing Uttarakhand Madrasa Education Board Act, 2016, and the Uttarakhand Non-Government Arabic and Persian Madrasa Recognition Rules, 2019, will be repealed, effective July 1, 2026. This move ensures a more inclusive approach to minority education in the state, promoting fairness and transparency.
State Chief Minister Pushkar Singh Dhami stated that the new provisions will enable educational institutions of the Sikh, Jain, Christian, Buddhist, and Parsi communities to receive formal recognition. “This will not only strengthen the quality of education but also safeguard students’ interests,” he noted. CM Dhami highlighted that the previous recognition, limited to one community, had created systemic issues such as irregularities in central scholarship distribution, discrepancies in the mid-day meal program, and a lack of transparency in madrasa management.
Under the Uttarakhand Minority Education Bill 2025, recognized minority educational institutions will have the opportunity to incorporate the study of Gurumukhi and Pali languages, reflecting the cultural and linguistic heritage of these communities. The bill mandates the formation of a regulatory authority to oversee the recognition process. Educational institutions established by all minority communities will be required to obtain approval from this authority, which will also work to promote educational excellence and ensure the development of children from minority communities.
The bill also empowers the Uttarakhand government to monitor minority educational institutions and issue directives to ensure proper management and adherence to regulations. CM Dhami emphasized that this legislation is expected to provide a fresh direction to education, fostering both academic excellence and social harmony in the state.
Importantly, the bill lays down clear guidelines for the grant of recognition. Institutions fulfilling the stipulated conditions will receive formal approval, while those violating rules or misusing funds received from fees, donations, grants, or other sources may face termination of recognition. This ensures accountability and transparency, encouraging responsible administration of minority educational institutions.
The passage of the Uttarakhand Minority Education Bill 2025 is being hailed as a landmark reform in the state’s educational landscape. By extending minority status benefits to a broader range of communities, the government aims to create inclusive and equitable educational opportunities.
