In a major step towards digital governance, the Himachal Pradesh government has launched the ‘My Deed’ National Generic Document Registration System (NGDRS) pilot project. Designed to make land registration more accessible and efficient, this initiative minimizes bureaucratic hurdles and promotes transparency in the revenue department.

NGDRS PILOT PROJECT: A DIGITAL LEAP

The NGDRS pilot has been rolled out across ten tehsils in the state. Citizens can now initiate land registration applications online, anytime, significantly reducing the need for repeated visits to government offices. The new process requires only one physical visit to the tehsil office, saving time and effort for landowners and speeding up transactions.

DIGITAL TOOLS FOR A TRANSPARENT REVENUE SYSTEM

Complementing the NGDRS rollout, several digital tools have been introduced by the Revenue Department to improve administrative efficiency. These include:

  • Simplified Jamabandi Format: Now available in easy Hindi, replacing older scripts like Urdu and Farsi, making land records more accessible.
  • e-Roznamcha Vakyati: Enables Patwaris to maintain digital daily logs of their field activities.
  • Kaarguzari System: A platform for online staff attendance and work reporting, enhancing internal accountability.

These digital tools aim to streamline processes, reduce manual errors, and ensure real-time monitoring of revenue-related functions.

VISION FOR PAPERLESS AND PRESENCE-LESS SERVICES

The overarching goal of these reforms is to make governance paperless, presence-less, and cashless. Citizens will be able to access services from home, avoiding delays and unnecessary physical visits. The initiative reflects the government’s commitment to responsive and transparent governance through technology.

FUTURE DIGITAL INTEGRATIONS

Chief Minister’s directives to the National Informatics Centre (NIC) and Department of Digital Technologies and Governance emphasize the need to fast-track additional modules, including:

  • Digitally Signed Jamabandi: Eliminating the need for physical land record copies.
  • Online Revenue Court Management System: Enabling digital petition filing and case tracking.
  • Integrated Mutation Register: Linked to Jamabandi for quicker land record updates.
