General Requirements
Must be born on or after 2nd April 1991. Willingness to learn the Japanese language and adapt to life in Japan. Demonstrated interest in Japanese culture and society.
For Master’s/Doctoral Course (1st Phase)
Completed 16 years of formal education outside Japan. Completed a three-year degree program at a university or equivalent. Hold a bachelor’s degree with a minimum of 70% marks.
For Doctoral Course (2nd Phase)
Hold a master’s or professional degree, or its overseas equivalent. Alternatively, possess a bachelor’s degree plus at least two years of research experience. Minimum of 70% marks in the master’s program.
For Medical, Dentistry, Veterinary, and Pharmaceutical Fields
Completed 18 years of education outside Japan. Completed a five-year program equivalent to a bachelor’s degree., Alternatively, have 16 years of education and two years of relevant research experience in the field.
Additional Qualifications
Proven ability to conduct independent research. Strong interest in Japan and its academic culture. Adaptability to a new environment and willingness to deepen one’s understanding of Japanese life and values.
SCHOLARSHIP BENEFITS
This fully-funded opportunity includes the following:
Monthly Stipend
Preparatory and non-regular students: 143,000 yen (~₹84,100), Master’s or professional course students: 144,000 yen (~₹84,300), Doctoral course students: 145,000 yen (~₹85,300)
Regional Allowance: Additional 2,000–3,000 yen for students in designated regions.
Full Coverage of Academic Fees: University entrance exams, Matriculation, Tuition fees
Note: If the student is unable to enter a graduate program, they must bear the entrance exam fees themselves.
REQUIRED DOCUMENTS
Applicants must submit a complete set of documents, including:
- Completed Application Form
- Placement Preference Application Form
- Academic Transcripts
- Graduation Certificate or Degree Certificate
- Recommendation Letters (from academic advisors or employers)
- Medical Certificate
- Abstracts of Thesis or Research Papers
- Proof of Language Proficiency (if applicable)
- Photographs or digital recordings (for students applying in art or music)

SELECTION PROCESS
First Screening
Conducted by Japanese Embassies or Consulates. Based on: Document verification, Written exams (Japanese and English), Interviews
Japanese language exam results help determine preparatory education needs. English exams may be waived for candidates from English-speaking countries.
Second Screening
Conducted by MEXT based on embassy recommendations. Final decision includes security clearance to prevent research proliferation of Weapons of Mass Destruction (WMD).
University Placement
Priority is given to universities that issue provisional acceptance letters. MEXT consults the three universities listed in the applicant’s form. Applicants might be placed in national universities due to budget constraints, even if they prefer private institutions.
LANGUAGE PREPARATORY COURSE
Applicants without sufficient Japanese language skills may be required to undergo a six-month Japanese language course at a designated institution before starting their graduate program. Those who are already proficient may be directly admitted as regular or non-regular research students.
FINAL RESULTS AND NOTIFICATION
The final selection and university placement results will be communicated by Japanese diplomatic missions between January and February 2026. The results are non-negotiable, and the rationale will not be disclosed.
