In a significant diplomatic development, India has formally reopened its Embassy in Kabul, upgrading its Technical Mission to a full-fledged Embassy of India in Afghanistan. The Ministry of External Affairs (MEA) announced the move on Tuesday, marking India’s return to a broader engagement with the war-torn nation after more than three years of limited presence.
The MEA described the decision as a major step toward strengthening bilateral relations and expanding India’s developmental and humanitarian footprint in Afghanistan, underscoring New Delhi’s long-standing commitment to the Afghan people.
India Restores Full Diplomatic Presence in Kabul
In an official statement, the MEA said, “In keeping with the decision announced during the recent visit of the Afghan Foreign Minister to India, the Government is restoring the status of the Technical Mission of India in Kabul to that of the Embassy of India in Afghanistan with immediate effect.”
The statement further added that the move “underscores India’s resolve to deepen its bilateral engagement with the Afghan side in all spheres of mutual interest.” The embassy’s reinstatement aims to augment India’s contribution to Afghanistan’s comprehensive development, humanitarian assistance, and capacity-building efforts.
MEA spokesperson Randhir Jaiswal confirmed that the transition from the Technical Mission to a full-fledged embassy will take place over the coming days.
Diplomatic Engagement Between India and Afghanistan Strengthens
The reopening comes shortly after a six-day visit to India by Afghanistan’s Foreign Minister Amir Khan Muttaqi, during which he met External Affairs Minister S. Jaishankar and other Indian officials. Following their discussions, Jaishankar announced that India was “fully committed to the sovereignty, territorial integrity, and independence of Afghanistan” and that upgrading the mission in Kabul was a reflection of that commitment.
“India is pleased to announce the upgrading of its Technical Mission in Kabul to the status of Embassy of India,” Jaishankar said in New Delhi last week.
In response, Foreign Minister Muttaqi welcomed the move, stating that Kabul would reciprocate by sending Afghan diplomats to India as part of ongoing efforts to normalize relations. “The foreign minister said you can send diplomats to New Delhi now. When we go back, we will select people and send them,” Muttaqi told reporters.
India’s Return After Three Years of Limited Presence
India had closed its embassy in Kabul in August 2021 following the Taliban’s takeover after the withdrawal of US-led NATO forces. In June 2022, India re-established a limited Technical Mission, primarily focused on humanitarian assistance, including the supply of food grains, medical aid, and educational support to Afghan citizens.
The decision to reopen the embassy fully reflects India’s evolving Afghanistan policy, balancing humanitarian engagement with cautious diplomacy. It also signals New Delhi’s long-term commitment to supporting the Afghan people despite complex regional dynamics.
India’s Role in Afghanistan’s Development
India has been one of Afghanistan’s largest regional development partners, having invested over $3 billion in reconstruction and infrastructure projects over the past two decades. Key initiatives include the Afghan Parliament building, the Salma Dam (India-Afghanistan Friendship Dam), and numerous healthcare and educational programs.
The re-establishment of the Embassy of India in Kabul will help revive bilateral projects, enhance consular services, and facilitate people-to-people connections between the two nations.
