The Government of India has unveiled a major programme to enhance water security across rural areas, integrating water conservation with rural employment schemes. This National Initiative on Water Security focuses on sustainable water use while boosting rural livelihoods, ensuring long-term ecological and economic benefits.
Launch and Key Ministers
The initiative was jointly launched in New Delhi by Shivraj Singh Chouhan, Minister for Agriculture and Farmers’ Welfare, and C. R. Patil, Minister for Jal Shakti. During the launch, both leaders highlighted the critical role of water conservation in agriculture and rural development, stressing that securing water resources is essential for farmers, rural households, and future generations.
MGNREGA Funds for Water Conservation
A key feature of the programme is its integration with the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Going forward, a fixed portion of MGNREGA funds will be allocated specifically to water-related projects.
- In over-exploited and critical rural blocks, 65% of MGNREGA funds will be earmarked for water conservation works.
- In semi-critical rural blocks, 40% of funds will be dedicated to similar efforts.
This structured allocation ensures that water security becomes a top priority in rural employment planning and project execution.
Focus Areas in Water Conservation
The National Initiative on Water Security will implement a wide range of water conservation activities to tackle India’s growing water challenges:
- Rainwater harvesting to capture and store seasonal rainfall
- Groundwater recharge projects to replenish aquifers
- Watershed management for efficient use of land and water resources
- Sustainable irrigation techniques to improve water efficiency in agriculture
These interventions will directly benefit farmers, livestock owners, and rural communities, reducing water stress and supporting agricultural growth.
