Himachal Pradesh Implements School Complex System to Align with National Education Policy (NEP)

The Himachal Pradesh government rolled out detailed guidelines to operationalize the school complex system, a move aimed at strengthening the state’s education structure in line with the National Education Policy (NEP). According to the notification issued by Secretary Education Rakesh Kanwar, principals of government senior secondary schools will act as nodal officers, bringing nearby high, middle, and primary schools under their administrative umbrella.

Key Features of the School Complex System

Under the new system, the Principal of a Government Senior Secondary School (GSSS) will serve as the administrative head of the school complex. The principal will be responsible for day-to-day administration, policy implementation, teacher management, and monitoring learning outcomes.

All teachers—including headmasters of middle schools and in-charges of primary and high schools—will function under the overall control of the senior secondary school principal. As per the guidelines, the nodal principal must visit every school within the complex at least once every two months, spending a full day to assess student learning levels, teaching practices, and infrastructure needs. Monthly reports will also be submitted to ensure accountability.

Rationalisation of Staff and Teacher Management

Himachal Pradesh has made impressive progress in education with nearly 100 percent enrollment in primary schools and a negligible dropout rate. The pupil-teacher ratio is also considered strong; however, the shortage of staff in many rural schools remains a challenge. The school complex system is expected to address this issue by allowing the nodal principal to assign teaching duties across schools as per requirement, ensuring optimal use of available teachers.

Leaves, except for casual leave, will now require approval from the senior secondary school principal, further streamlining administrative control. This system is expected to improve teacher accountability, workload distribution, and academic focus in smaller schools.

Himachal Pradesh Education Statistics

The state currently has 14,123 government schools, which include:

  • 9,939 primary schools
  • 1,775 middle schools
  • 960 high schools
  • 1,989 senior secondary schools

According to education department data, 87% of primary schools have fewer than 40 students, and in standalone middle schools, only 7% have more than 40 students. By contrast, 97% of senior secondary schools have more than 40 students enrolled. The school complex system in Himachal Pradesh aims to overcome the issue of small school size and ensure equitable distribution of resources.

The National Education Policy (NEP 2020) emphasizes efficient resource use, teacher collaboration, and holistic student development. The school complex system in Himachal Pradesh aligns with these objectives by:
