In a historic achievement, Kerala has become the first fully digitally literate state in India, marking a milestone in the country’s journey toward inclusive digital transformation. This landmark success comes after the completion of the first phase of the Digi Kerala project, designed to bridge the digital divide by covering every local body across the state.

Kerala’s Digital Literacy Drive: Survey and Training

A comprehensive survey conducted under the Digi Kerala initiative assessed 1.5 crore individuals from 83.46 lakh families. The survey identified 21.88 lakh digitally illiterate people, mainly comprising senior citizens, homemakers, and individuals with limited access to digital resources.

Remarkably, 99.98% (21.87 lakh people) of them successfully completed digital literacy training and evaluation. This near-perfect success rate highlights Kerala’s effective planning, execution, and strong social commitment.

Empowering Citizens with Digital Skills

The Digi Kerala project has gone beyond just basic training. Citizens, especially senior citizens and homemakers, have been empowered to:

  • Use e-services provided by the government.
  • Make online bill payments securely.
  • Engage and interact on social media platforms.

From Digi Pullampara to Statewide Digital Literacy

The journey of Kerala’s digital revolution began in 2021 with the Digi Pullampara project, a pioneering initiative to make Pullampara Panchayat India’s first digitally literate panchayat. Encouraged by its success, the model was scaled up across the entire state, culminating in the achievement of full digital literacy.

The project is also aligned with the K-SMART platform (Kerala – Service, Mobility, Automation, Real-Time), which enables citizens to access government services digitally.
