The Bihar government has announced significant welfare measures and infrastructure development initiatives following a crucial cabinet meeting chaired by Chief Minister Nitish Kumar on August 13. The landmark decisions include doubling pension benefits for Emergency-era political activists and approving substantial development projects aimed at boosting Bihar’s economic growth and employment generation.

Historic Pension Enhancement for JP Movement Veterans

In a major welfare announcement, the Bihar Cabinet approved a two-fold increase in pension amounts for ‘JP Senanis,’ political activists who were imprisoned during the Emergency period for supporting socialist leader Jayaprakash Narayan’s democratic movement. This significant pension hike demonstrates the state government’s commitment to honoring freedom fighters and political activists who sacrificed for democratic principles.

Political activists who were imprisoned for over six months during the Emergency will now receive ₹30,000 monthly pension instead of the previous ₹15,000, effectively doubling their financial support. Similarly, those activists with shorter jail terms will see their monthly pension increased from ₹7,500 to ₹15,000, ensuring comprehensive welfare coverage for all JP Movement participants.

Currently, 3,354 ‘JP Senanis’ across Bihar are benefiting from this pension scheme, representing a substantial beneficiary base that will directly benefit from these enhanced welfare measures. The decision reflects Chief Minister Nitish Kumar’s personal connection to the JP Movement, as he was himself a prominent figure in the 1974 movement that preceded the Emergency declaration in 1975.

The pension scheme, originally launched by CM Nitish Kumar in 2009 in honor of Jayaprakash Narayan, has now been substantially upgraded to provide better financial security for aging political activists who contributed to India’s democratic struggle during one of its darkest periods.

Massive Infrastructure Development and Land Acquisition

The government sanctioned the acquisition of 2,627 acres of land at an estimated cost of ₹812 crore, specifically targeting expansion of industrial area networks to boost investment opportunities and create employment for Bihar’s growing workforce.

This large-scale land acquisition initiative forms part of Bihar’s comprehensive industrial development strategy, aimed at attracting private investment and establishing manufacturing hubs that can provide sustainable employment opportunities for local populations.

Textile Industry and Employment Generation

In a significant boost to local manufacturing, the Cabinet approved a textile factory project worth ₹35.14 crore in Gaya district. This textile manufacturing initiative is specifically designed to generate local employment opportunities while strengthening Bihar’s position in India’s textile industry landscape. The project aligns with the state’s broader economic diversification strategy and commitment to creating job opportunities in tier-2 cities.

Airport Development and Aviation Infrastructure

The Bihar government demonstrated its commitment to improving connectivity through substantial airport development approvals. The Cabinet sanctioned an Obstacle Limitation Surfaces survey for six new greenfield airports, representing a major expansion of aviation infrastructure across the state. Additionally, ₹290.91 crore was allocated to the Airports Authority of India for comprehensive airport development projects.

Gaya airport expansion received particular attention with ₹137.17 crore approved for installing advanced landing systems, enhancing the facility’s operational capabilities and safety standards. These aviation infrastructure investments are expected to boost tourism, facilitate business travel, and improve overall connectivity for Bihar residents.
