The Karnataka government has taken a major step toward modernizing its property registration and documentation framework by introducing draft rules to fully digitise the e-stamping and registration process. This initiative aims to make the system entirely paperless, eliminate additional service charges, and streamline the user experience for millions of citizens.
EVOLUTION OF E-STAMPING IN KARNATAKA
E-stamping was first introduced in 2008 to address rampant fraud in stamp paper transactions, following a high-profile counterfeit scam in the early 2000s. The scam involved fake stamp papers, leading to widespread financial and political disruption. To prevent recurrence, the government discontinued physical stamp papers and appointed Stock Holding Corporation of India Ltd. (SHCIL) as the exclusive agency for e-stamp distribution. However, SHCIL’s 0.65% service fee added to the cost burden for users.
HIGHLIGHTS OF THE NEW DRAFT RULES
The Karnataka Stamps (Digital e-stamp) Rules, 2025, notified on 14 July 2025, propose a completely digital stamping and registration process. Key features include:
- Removal of SHCIL’s service charge, making registrations more affordable.
- A fully integrated digital platform with direct treasury payment links.
- Secure digital storage of documents, eliminating the need for physical copies.
- Template-based deed writing tools to help users create documents with ease.
- Aadhaar-based e-signatures to ensure authentication and legal validity.
This system aims to replace the current e-stamping model with a more efficient, accessible, and secure platform.
BROADER BENEFITS AND INNOVATIONS
One of the major advantages of the new system is the potential to bring up to three crore optionally registrable documents into the audit trail each year. These documents, previously untracked, resulted in revenue leakage and accountability gaps.
Digital deed templates and e-signatures ensure faster processing and greater compliance. By eliminating paper, the system supports environmental sustainability while cutting operational costs for both the government and users.
GOVERNANCE AND IMPLEMENTATION
The new digital e-stamping model reflects the Karnataka government’s commitment to transparency, efficiency, and sustainability. It enhances revenue tracking, reduces bureaucratic delays, and strengthens legal safeguards.
The government plans to launch the digital system by the end of July 2025, with a phased rollout to ensure smooth onboarding for stakeholders. Once implemented, Karnataka will be among the first states in India to adopt a fully paperless and cost-efficient e-stamping ecosystem.
