LEAVE RULES
KCSR Rule 112Â – the maximum Earned Leave (EL) admissible are 300 days
Every Calendar year the Earned Leave (EL) will be added to the leave account of the Employee on 1st January and 1st July, For vocational post the EL added are 10 days in calendar year and for Non Vocational posts EL added are 30 days in calendar year, This shall be done in advance in two instalments of 15 days each on the 1st of January and July, every year
The earned leave at the credit of a member of the Service at the close of a half-year shall be carried forward to the next half-year subject to the condition that the earned leave so carried forward plus the credit for that half-year shall not exceed 300 days
Earned Leave (EL) Can be availed on personal or Medical Grounds, While the commuted leave Can be availed only on Medical Grounds by producing medical certificate
If a member of the Service is appointed on or after the 1st of January of a year, earned leave shall be credited to his leave account at the rate of 2 1/2 days for each completed calendar month of service which he is likely to render in a half-year of the calendar year in which he is appointed
KCSR Rule 117 – the EOL on Private affairs is maximum upto 3 months, on Medical ground upto 18 months on production of medical certificate from competent authority, 2 to 3 years for Higher Studies sanctioned by the GovernmentÂ
When a member of the Service is removed or dismissed from the service or dies while in service, credit of earned leave shall be allowed at the rate of 2 1/2 days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from service or dies in service
KCRS Rule 118 (A) – no application is required for the encashment of Earned Leave (EL) at the time of retirement (Maximum of 300 days)
KCSR Rule 118 (1) – the maximum Earned Leave (EL) for surrender every Calendar year are 15
Every calendar year Half Pay Leave (HPL) will be added to the employees account on 1st January and 1st July, Maximum of 10 daysÂ
Commuted leave not exceeding half the amount of half pay leave due may be granted on medical certificate to a member of the Service subject to the condition that twice the amount of such leave shall be debitable to the half pay leave due
Leave not due—Save in the case of leave preparatory to retirement leave not due may be granted to a member of the Service for a period not exceeding 360 days during his entire service on medical certificate.
KCSR Rule 114 – the maximum commuted leave can be sanctioned at a time on private affairs is 120 days, with EL is 180 days
In case of Gazetted officers the maximum Earned Leave (EL) to be sanctioned not more than 180 days with a condition that the employee has spent 60 days outside India, While for non Gazetted officers the maximum Earned Leave (EL) to be sanctioned not more than 120 days
KSCR Rule 114 (16) – the maximum leave not due during the entire service is 300 days, on medical grounds not more than 90 days at a time
KCSR Rule 135 – Maximum maternity leave for Women Employees is 180 days upto two living children only, While in continuation of Maternity leave 60 days of Earned Leave (EL) or commuted leave may be sanctioned without medical certificate
Maternity leave may be granted in cases of miscarriage including abortion subject to the condition that the leave applied for does not exceed six weeks and the application for leave is supported by a medical certificate
A female member of the Service with less than two surviving children, on valid adoption of a child below the age of one year, may be granted child adoption leave for a period of 180 days immediately after the date of such adoption
KCSR Rule 135 (B) – For Male Employees having less than 2 living children maximum paternity leave is 15 days, The paternity leave may be combined with leave of any other kind
A male member of the Service (including a probationer) with less than two surviving children, on valid adoption of a child below the age of one year, may be granted Paternity Leave by the competent authority for a period of 15 days, within a period of six months from the date of such adoption
KCSR Rule 136 – Maximum Special Disability Leave sanctioned by the Government is 24 months
A female member of the Service having minor children below the age of eighteen years may be granted child care leave by the competent authority for a maximum of 730 days during her entire service for taking care of up to two children, Child care leave may be availed in more than one spell
CASUAL LEAVE
As per KCSR Annexure B, Casual Leave (CL) will be sanctioned at the rate of 1 day for 1 complete month of service in the first year of service (Upto 12 months),Â
Every Calendar year 15 Casual Leave (CL) are sanctioned, Maximum Casual Leave (CL) can be sanctioned at a time is 7 days, including holidays it should not exceed more than 10 days,
Casual Leave (CL) should not be combined with any other kind of leave except General Holidays, Second Saturday, Sunday and Restricted Holiday, Half a day casual leave will be upto 2 PM
