India Launches SOAR Programme to Build an AI-Ready Generation

India has taken a bold step toward shaping an AI-ready generation with the launch of the Skilling for AI Readiness (SOAR) programme by the Ministry of Skill Development and Entrepreneurship (MSDE) in July 2025. Introduced to mark the ten-year milestone of the Skill India Mission, SOAR aims to integrate artificial intelligence (AI) and digital learning into the school education system, empowering both students and teachers with future-ready skills.

The initiative marks a strategic shift in India’s skilling ecosystem, equipping the youth to navigate an AI-driven future and aligning with the government’s Atmanirbhar Bharat vision of a self-reliant, technology-driven economy.

What is the SOAR Programme?

The SOAR programme targets students from Classes 6 to 12 and educators across India, introducing them to fundamental concepts of AI, machine learning, data literacy, and the ethical use of technology. It comprises three 15-hour AI learning modules for students and a 45-hour specialised training module for teachers.

By exposing young learners to AI early on, the programme aims to spark curiosity, promote responsible innovation, and foster digital confidence among India’s next generation. Educators, in turn, will be trained to effectively integrate AI tools into their classrooms, enhancing both teaching methods and learning outcomes.

“The goal is to create a digitally skilled workforce capable of shaping India’s AI-driven future,” said an MSDE official during the launch.

AI in Education: Empowering India’s Digital Future

SOAR aligns closely with India’s broader AI strategy and the National Education Policy (NEP) 2020, which advocates for the inclusion of contemporary subjects like AI, robotics, and data science in school curricula. The Central Board of Secondary Education (CBSE) introduced AI as a subject for Class IX students in 2019–20, later extending it to Class XI in 2020–21 to promote hands-on learning and innovation.

Building on this foundation, SOAR’s nationwide rollout ensures that both urban and rural schools have access to quality AI learning resources through the Skill India Digital Hub (SIDH) platform.

Government Support and Investment in AI Education

To strengthen AI-led education, the Union Budget 2025–26 allocated ₹500 crore to set up a Centre of Excellence in Artificial Intelligence for Education. This centre will focus on:

  • Developing AI-based learning tools and interactive classroom technologies
  • Creating multilingual AI resources for Indian languages
  • Promoting innovative teaching practices that transition from “chalkboards to chipsets”
  • Supporting AI curriculum development in technical institutions and universities

These initiatives complement ongoing efforts by IITs, NITs, and AICTE-approved institutions, which already offer advanced courses in machine learning, deep learning, and data analytics.

Integration with Skill India Mission

SOAR is part of the Skill India Mission’s digital transformation agenda, which includes:

  • Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0
  • National Apprenticeship Promotion Scheme (NAPS-2)
  • Skill India Digital Hub (SIDH)

Between 2022–23 and 2025–26, over 1,480 apprentices have been trained in AI-related roles such as AI Data Engineer and Machine Learning Engineer under NAPS-2, highlighting the growing demand for AI talent across industries.

The SOAR programme represents a key pillar in achieving India’s long-term vision of Viksit Bharat @2047 — a vision of a skilled, technologically empowered, and innovation-driven nation.

By empowering students and teachers with AI knowledge and practical skills, SOAR bridges the digital divide between urban and rural learners and ensures equitable access to emerging technologies. The programme also strengthens India’s global competitiveness by developing a future-ready workforce equipped to contribute to AI-led sectors such as healthcare, manufacturing, finance, and education.
