UPSC to Establish Centre of Excellence for Best Practices Ahead of Centenary Celebrations

The Union Public Service Commission (UPSC) has announced plans to establish a Centre of Excellence (CoE) as part of its upcoming Centenary Year Celebrations (October 1, 2025 – October 1, 2026). The CoE will act as a knowledge repository of best practices, Standard Operating Procedures (SOPs), and innovations from UPSC and various State Public Service Commissions (PSCs). This major initiative was revealed by UPSC Chairman Dr. Ajay Kumar during a meeting with Chairpersons and Members of State PSCs,. The meeting also saw the participation of UPSC Members Dr. Dinesh Dasa and Ms. Anuradha Prasad.

UPSC Centre of Excellence: A Knowledge Hub for Recruitment Practices

Dr. Ajay Kumar emphasized that the proposed UPSC Centre of Excellence would not only preserve the legacy of UPSC but also ensure continuous improvement in recruitment systems across the country. By consolidating the best practices of UPSC and State PSCs, the CoE will serve as a reference hub for innovation, transparency, and efficiency in civil service recruitment.

He invited active participation and contributions from all State PSCs, stressing that the CoE would be a collaborative platform. The repository will benefit not just UPSC and State PSCs but also other national recruitment bodies by providing insights into effective selection processes, candidate evaluation, and exam reforms.

Centenary Celebrations: Reflecting on 100 Years of UPSC

The year-long centenary celebrations mark a historic milestone for UPSC, which was established on October 1, 1926. Dr. Kumar highlighted that this occasion provides an opportunity to reflect on the past, celebrate achievements, and envision the future of public service recruitment in India. Over the decades, UPSC has played a pivotal role in selecting lakhs of efficient, impartial, and competent civil servants, upholding the integrity of India’s governance system.

Success of ‘Pratibha Setu’ and Wider Talent Utilization

During the meeting, Dr. Kumar also spoke about the success of the ‘Pratibha Setu’ portal, a UPSC initiative that helps candidates who reached the interview stage but did not make it to the final list. Through this portal, such candidates are connected with opportunities in semi-government, quasi-judicial, and private organizations, ensuring wider utilization of talent. This reflects UPSC’s commitment to empowering aspirants beyond traditional recruitment outcomes.

Key Suggestions from State PSCs

State PSC representatives emphasized the need to increase awareness about public service examinations in aspirational districts, where participation remains low due to lack of access to information, resources, and guidance. They stressed that outreach programs, mentoring initiatives, and awareness campaigns are crucial for ensuring inclusivity and motivating deserving youth from remote and underrepresented regions.

Building an Inclusive Recruitment Ecosystem

The upcoming UPSC Centre of Excellence aims to create a robust and inclusive recruitment ecosystem, strengthening the pipeline of future civil servants. By ensuring knowledge-sharing, transparency, and equal opportunity, the CoE will make the recruitment process more efficient, equitable, and reflective of India’s diversity.

As UPSC steps into its 100th year, this initiative highlights its dedication to evolving with the times, leveraging technology, and ensuring that public service recruitment remains one of the strongest pillars of Indian democracy, for more details CLICK HERE
