In a landmark move toward digital and inclusive governance, Himachal Pradesh has become the first state in India to launch an Aadhaar-based Face Authentication (FaceAuth) system for Public Distribution System (PDS) ration delivery. Introduced in July 2025, the initiative is set to revolutionize the way welfare services are delivered to beneficiaries across the state.
Led by the Department of Digital Technologies and Governance (DDTG) and supported by Gokul Butail, this innovative system eliminates the need for fingerprint scans or OTP-based verification. Instead, it uses a smartphone camera to verify the identity of beneficiaries through facial recognition linked to their Aadhaar database.
This cutting-edge method aims to resolve several long-standing issues that have plagued the PDS, particularly in hilly and remote areas where biometric devices often malfunction due to weather conditions or poor connectivity. Elderly beneficiaries and those with worn-out fingerprints have also faced significant difficulties in accessing their rightful rations. FaceAuth addresses these challenges, ensuring quicker, more accurate, and user-friendly authentication.
The adoption of facial authentication not only enhances the efficiency and transparency of ration distribution but also aligns with the government’s larger vision of Digital India and technology-driven welfare delivery. By simplifying access to subsidized food grains, the state is taking a strong step toward reducing exclusion errors and ensuring that no eligible citizen is denied essential support.
The system is currently being rolled out across all fair price shops in the state, with shopkeepers being trained to operate the facial recognition-enabled devices. Beneficiaries only need to stand in front of the camera to be verified—eliminating the need for physical contact or manual entry.
This first-of-its-kind implementation is being closely watched by other states and central agencies as a model for future deployment. It signifies a major policy shift that blends technology, accessibility, and governance, reinforcing Himachal Pradesh’s position as a leader in digital transformation within the public service sector.
With this launch, Himachal Pradesh not only sets a national benchmark but also takes a meaningful step toward inclusive, efficient, and citizen-centric governance, ensuring that technology works for the people—especially those who need it the most.
